The MPP9 programme was introduced to the Abia State Government on the 31st  of July, 2009. Disclosing to the Abia State Deputy Governor – Comrade Chris Akomas in Umuahia, Mr Ramon Maria Reigada Granda, the Head of Rural, Social, Health and Water and Sanitation Unit of the Delegation of the European Commission to Nigeria representing the Head of EC Delegation in Nigeria, explained the MPP9 Programme stressing the involvement of the LGA in the co-funding of projects to the tune of 25%. This he said will engender good governance and transparency.

Also speaking, the Minister of National Planning represented by Mr A. A Taiwo, Deputy Director International Cooperation Department threw more light to the MPP9 operation and expressed hoped that a a good number of communities will be reached by the intervention in the next four years, where about 120 micropojects will be implemented.

Responding, the Deputy Governor – Comrade Chris Akomas reprsenting the Governor, promised that his administration will associate with the programme by helping to create widespread awareness of the programme in the State. Also Present at the ceremony was Mr Ibrahim Abubakar – MPP9 Project Officer of National Planning Commission, Dr Maryam Abdu Project Officer - Rural and Social Development EC Delegation, Mr Leif Nilsson – MPP9 PMU Finance & Contract Expert as well as the Abia State Executive Council members. High point of the event was the signing of MoU for the implementation of the programme in Abia State between the Deputy Governor and the National Authorising Officer.
