Beneficiary communities identified by MPP9 are women, men, boys and girls in the Niger Delta region. Activities will take place mainly in 185 LGAs of the Nine States in the Niger Delta areas of Nigeria including Etung Local Government Area as pilot of Integrated Community Development Initiative.
• Interested Communities will be required to fill the Participatory Self Diagnoses form (IMPACT) obtainable through the LGAs, MPP9 website etc, in groups of women, men and youths. The aim is bring out community needs in order of priority.
Submission of Forms To MPP9
• The original completed copies of the Participatory self-diagnosis form with the enclosed questionnaires indicating the community baselines should be returned to MPP9, with the proposed priority areas.
• Co-signed Minutes of two meetings held and a declared statement of the process used in the general consultative meeting
• A letter from the LGA Chairman or Councillor indicating their commitment to co-fund a micro project.
Formulation of Community Development Action Plan (CDAP)
• The communities with the assistance of an assigned Civil Society Organization (CSO) will validate the Community participatory self diagnosis document and develop a five year community development action plan (CDAP).
• The CDAP will consist of annual plan of operation to be carried out to achieve the 25% community contribution as the case may be.
• After the development of CDAP, the community through the assistance of the assigned CSO will select a project which can be financed under the MPP9 programme and submit a proposal for consideration by MPP9.
Approvals and MoU
• Satisfactory CDAP and proposal will be approved by MPP9 and a Memorandum of Understanding (MoU) is signed between the National Authorizing Officer, the LGA and the community, describing the proposed micro project (MP), the implementation modalities and the contributions from all parties.
